It's because they released everyone and don't have enough people for 2 rumbles....
I think the reason to have competition has actually gone away some what. The issue, although probably doesn't effect Impact as much, is do USA, Fox and TBS want their product on another channel? Throw in the cock (NBC) and you have a bit of a problem.
When selling tickets and PPVs is no longer your core business model you become a content provider, not a live events business. It's the same with the "big 6" in football now.
If they are going to continue with 2 day wrestlemanias they are back to a stadium needing a card, as opposed to a card needing a stadium.

Funnily enough their main angle at the moment appears to now be ROH wrestlers crashing the scene and disrupting things.
They also had the invasion storylines a few years ago with GFW (remember them?) So it's a well that Impact seem to go to a lot, particularly when they seem to be dying

I watch the 92RR every year, although I actually think they were even better at mania 8, especially during the 2 title matches.
