It's not Arriva who are responsible for cutting the route, that's up to TfL
TfL are cutting routes all over the place as the money has run out (I'll let other decide who's to blame)1 -

Seems strange as dont think there is another TFL bus that goes up to Darent Valley Hospital?
i.e. the only others surely come under Kent with buses either coming from Bluewater via. Gravesend and Medway or the Fastrack buses up from Dartford0 -

I recall when Bluewater first opened and tfl buses were extended from Dartford to the shopping centre for a flat additional fare - £1 I think. That was great for Londoners but local buses, which were also extended, were forced to match the fare. The result was fares on local buses were increased substantially on the non-extended sections so with our kids going to Dartford for running club the fares skyrocketed. Transport for London (TfL) and Kent County Council (KCC) have reached an agreement regarding the cross-border 96, 428, and 492 bus routes, following a dispute over the fees TfL pays to use the Fastrack busway to Darent Valley Hospital and Bluewater.The recent developments regarding TfL and Kent County Council include:
- Saved Routes: Potential cuts to the 96, 428, and 492 bus routes have been dropped. TfL had considered scaling back these services east of Dartford after KCC proposed increasing the access fee ("bus tax") for using the Fastrack busway.
- The Resolution: KCC and TfL agreed on an increased fee. TfL will now pay a fairer contribution toward maintaining the infrastructure, allowing the 96 route to continue serving the hospital and Bluewater shopping centre without restrictions or reduction in frequency.
