It is most likely off due to the uncertainty of when the Ambulance would return to the ground and not because the nature of the call.
As I said the club pay a private company to supply the Ambulance and to carryon, they must have a certain minimal level of attendance. I would also imagine the ground Doctor has gone too, so they are short of an Ambulance and Doctor.4 -

They wouldn't start the match with so many medical and emergency personnel dealing with an issue and the concomitant issues around emergency vehicles blocking or taking up room in the surrounding roads. Typically, if a match is "suspended" for more than forty minutes, the most likely scenario is an abandonment and a replay.1 -

Via the commentary on the livestream, my understanding is that the medical staff that accompany the distressed supporter to the hospital would have to return or be replaced in order to satisfy the requirements for medical staff that are in place for the match to continue. Not withstanding the seriousness of the situation I am surprised it's been called off. Similar incidents have happened the last couple of seasons at other grounds and I can't remember them being abandoned, just delayed. Just pray the fan involved is ok.5

Tbh I can understand their frustration. Its clearly a sad situation for the fan taken to hospital, but I'm not sure it should impact a match that 15 or 20 thousand people have traveled to. There should be contingency plans in place for this.
I absolutely mean no disrespect to the fan or his family.21 -
