Apparently he has only just re-located his wife and kids to the north-west so seems very unlikely he will go to London, he seems to be settled in the north-west and if he does leave Blackpool then there are plenty of clubs up there who'll take him.

Unless Holloway is about to get the sack why would he go to palace, a club struggling for funding, whilst Blackpool still have two years of parachute money. I would have thought Holloways next move would be to a Wigan or Swansea.

He's had an inconsistent managerial career, doing well at Plymouth before being poached by Leicester, where he was a disaster. The grass over the hill isn't always greener.
Someone like Appleton is entirely different, any half solvent club would be a massive improvement over managing Pompey... similarly, Palace are a step up from Franchise FC.
