In terms of cartoons I'd go for Homer or Peter Griffin(Family Guy)

From sitcoms I still think Alan Partridge stands out - haven't seen the film but the early tv shows have it all. Epitomise everything naff and desperate about tv and radio presenters.

Looking across the pond then I think Brian out of Family Guy is quality. BUT, Barney out of How I Met Your Mother just edges it. The father out of Fraiser was pretty good too.
