Ooooh i am 1000% in agreement. His timing was almost spot on. His role was also helped by Moore Marriott and Graham Moffatt who were almost as funny as he was. The sly look, the awkward shuffle and baffled scratch were a big part of his act, which made him the best ever comedian.
Lister was mentioned above, but I'd go for Rimmer myself!

Not strictly a comedy character, but Saul Goodman in Breaking Bad makes me laugh out loud every time he speaks. "I'm gonna go out on a limb here..."
