Does it mean that Scotland can only get either Finland, Norway or Serbia in the playoffs?
Yes, unless one of those three qualifies for the Euros in the meantime, in which case the second place team from their Nations League will take their place in the play offs.
So if Scotland qualified through the conventional qualifying group then Israel would take their play off spot.
Just said on the radio that Scotland would play Finland in a play off semi and then the winner of Norway/Serbia on the final (subject to none of them qualifying beforehand).

Each league has a play-off path: A, B, C or D.
Scotland are guaranteed a place in Path C (alongside three other League C teams) if they fail to qualify from their regular qualifying group. England are similarly guaranteed a place in Path A if we balls up our qualifying group.
The “paths” are set up so the best team plays the fourth best team and the second best team plays the third best team.
I imagine that’s how they worked out Scotland v Finland on the radio, although it could all change if Scotland/Serbia/Norway/Finland were able to qualify via the normal route.

I think the individual groups will be re-drawn with the seedings based on where the team finished so for example in the A League...

He seems to have improved over the past 18 months though, last year was his best by far for Celtic and he already has 9 goals this season. Think if he keeps it up all season he will have some bottom half premier league clubs sniffing around in the summer.
Seems a but suspect to me, Its like they pulled Portugual out and then pulled out The Netherlands and suddenly said thats the 1st team of the 2nd semi.
I mean in no other knockout draw do you pull out teams for different matches, it makes no sense
