The statement says that no minutes were taken and yet it provides bullet points of all those issues which would be seen as positive tick marks by the regime and much more besides which does suggest perhaps that if minutes weren't taken by Target20K committee then they were certainly taken (or recorded) by somebody in attendance in order to produce the statement.
The evidence, or negative evidence if T20K say that no minutes were taken does indeed suggest perhaps a club origin for the statement as @HandG has divined.

It does have the look and feel of a statement written by, or vetted by, some PR people. The claims of what they have achieved (aimed at showing legitimacy), the claims of independence (to show the group represent fans not the club) and the promise of future meetings with the SMT/Duchatalet (to start preparing them as being the voice of the fans).

For a successful businessman, Roland seems to have a poor grasp of maths. Given he earns no income from CAFC, his investment of £50m+ at 1.5% would put his wealth at £3.75bn. Given his reported worth of £500k or 10% investment, 1.5% of his time would reflect how he doesn't have his eye on the ball.
As a 69 yo, if he worked 13 hours a day 7 days a week or 101 hours, so just watching the stream for 95" and having no contact with KM, RS, TD and others would exceed 1.5%.
These numbers are all elastic, but the only way I could get near 1.5% was to assume Chris Parkes' £1m a month equates to £12m per year, this being 1.5% of RD's total wealth of about £800m, which might not be too far off given the rounded nature of the numbers quoted.

Again, there's a pattern here. The new PR company have clearly advised the SMT to keep repeating things and they may well start to be believed. Any journalist looking to go down the "Duchatalet interferes" line will immediately find the quote and possibly assume that he is as good as his word.
Much of what is coming out the club this season is PR-advised material aimed at slowly blunting opposition and rebuilding the SMT's image. No more, no less.

What mistakes are we talking about (because there's been an awful lot of them)? what exactly have you learned? and crucially what specifically are you doing as a result of that learning?

But I'd like at this point for the questioner to press them on other matters: What have you learned about the qualities needed of a CEO? What have you learned about the importance of fan engagement? What have you learned about the need for a proper scouting network? What have you learned about the need to make managerial appointments swiftly? What have you learned about ensuring fans are onside before introducing new initiatives? What have you learned about ticketing procedures? And so on and so forth...
Sadly, I can't see them letting any decent quiz-master near enough to them to undertake such a grilling. This is a shame, because they may just learn something from what would undoubtedly be an uncomfortable experience.
