1. Who are they, what is their existing business? 2. Why do they want to buy an English football club? 3. When did they first express interest in CAFC? 4. Have they submitted to an ODT? When? And did they pass?

The above represents the nightmare scenario that would seem on the face of it impossible for any rational businessman to consider. However. there are countless examples of RDs irrational behaviour and thinking now on record in his dealings with Charlton even from an early stage in the ownership (including the undermining of Chris Powell's management and of course the appointment of Meire as CEO who was expected to learn on the job with no real background or understanding of what was required) - with the predictable results.
What is perhaps even more worrying is that Duchatelet is on record (although this from memory is from a very old interview) as saying that if something is not working it is better to break it up and start again (this was in translation but it was nevertheless the gist of what he was saying.
If his warped thinking does indeed extend to leaving the club in such a parlous and broken state that it will be a very lengthy and expensive process for any new investors to recover it then there may well be something in @mascot88s speculation.
This makes it even more vital that the EFL are forced to act and arrange a meeting with Duchatelet (not his representatives but Duchatelet) so they can judge for themselves what kind of man they are dealing with and take what must presumably be the unprecedented step of using some kind - any kind- of power, sanction, whatever it takes to force Duchatelet to act in the best interests of the club and not in this case his own if his sole interest now is seeing the club managed or rather not managed to destruction purely for some kind of bizarre point-scoring which makes sense only to one person - Duchatelet.
Just a slight divergence from @Grapevine49 s excellent post. As NLA posted, the EFL may well have looked at the finances of the Australian group and decided they had the funds available to finance the painfull and expensive recovery from RD's damaging tenure. That doesn't mean they are willing to spend it. RD financially has no need to make the rather mean cuts on lights,water, breakfastsand bonuses that he is now making. On the overall picture this is a drop in the ocean, but it's a drop he chooses not to spend. The Aussies may well have decided to operate in a similar way on the price. Let's face it, RD is the one suffering losses, and that will continue to happen till he sells.

I do not think the EFL will tell us how many ODTs have been concluded on CAFC, still less whether any failed. However they may be prepared to tell us the main components of the test, and we may ask if it is true that it includes a Heads of Agreement doc. which outlines the financial basics of the deal, and against which they evaluate the bidder's financial strength. It would be good to have this confirmed, then we will be much clearer about just what the EFL know about the Aussies.
Then we return to the Saudis in this context. I would like to ask @Addickted the following: you have only thus far mentioned what your source tells you about the Aussie bid. Did he mention another bid going through an ODT at roughly the same time? If he did not, is it reasonable to conclude that it is because no such bidder has gone through the ODT? That would be good to be clearer on, too.

I too thought there was a suggestion that Gerard Murphy was to become CEO. If that is now looking less likely because of personal issues I think it does have a bearing on the takeover although as GM is not one of the monied persons it could be a blow but not insurmountable.
