A final decision on whether the game will take place at all will be made on Friday.
Villa manager Dean Smith, his coaching staff and the rest of the club's first-team squad will not be involved after the outbreak forced the closure of the club's Bodymoor Heath training headquarters on Thursday.
The club is in discussions with the Football Association and want to fulfil the fixture but final confirmation on whether the tie is played is still on hold pending the results of further testing on the young players who are now being considered for selection.
Mark Delaney, Villa's under-23 coach, is scheduled to take charge in the absence of Smith and his backroom staff. He will be accompanied by a doctor, physiotherapist and kit staff.

Scottish football below Championship level has been suspended for three weeks due to the rising number of coronavirus cases.
The impacted leagues are: SPFL League One, SPFL League Two, Scottish Women's Football Premier Leagues 1 & 2, Highland League, Lowland League, East, West & South of Scotland Leagues, Scottish Junior FA Leagues and the North Caledonian League.
The second tier Championship will continue provided it starts weekly PCR testing for players and staff.
Regular testing has been in place for Scottish Premiership clubs since the season started in August.

Shrewsbury may have to forfeit the tie, not being able to train. You imagine their U23s would be affected in the same way
All 3rd round ties have to be played before the 4th round, and the fixture list is already stuffed with midweek games

A total of 112 individuals received positive results from 3,507 players and club staff tested this week.
