I know what you mean.Β Because I assumed the same about the number of islands, I started out with random suggestions from other parts of the World.
And I stuck the same wrong answer twice...

Unbelievable, I was guessing along the lines of French/Norwegian South Atlantic Territories, or any one of the multiple Kergeulen(?) Islands (which the game didn't count as choices).Β Would never guess the answer.0
