West Ham, Wolves, City, Juventus and Milan have had brilliant transfer windows so far. Wolves should be hitting play offs minimum with the talent they are signing up, fully expect Milan to walk CL places this year (also not a bad shout for Europa league champions)
City spending 100m on full backs is a lot but they now have the best squad in the Prem imo and have the cash to get away with it, only Spurs and Chelsea come close to their starting XI now. Going to be an interesting season across most leagues

agreed, they are a very good side, hence why they did so well last season. But Milan have had a good summer, I wouldn't say Juventus have upgraded much this summer, if at all, so wouldn't say they have had a brilliant summer.

But I think you're underestimating Sere A.. I don't see them walking the CL. I think they have a chance but Napoli and Roma won't be rolling over. Napoli have an unbelievable front three of Insigne, Mertens and Callejon. Think it's going to be a really exciting season in all top leagues.
It seems that Neymar to PSG could finally be about to happen next week. I still think PSG are crazy to spend that, surely they'd be better off buying three 70m players but it seems like it'll happen now. Could kick off a transfer merry go round as Barca will obviously have to go after new signings

They signed Youri Tielemans from Anderlecht, 20 year old hot prospect, for 21m; who I assume they will sell on in a couple of years for around 100m. And they signed goalkeeper Benaglio on a free from Wolfsburg. A few others but no one big

Tielemens will be a huge player according to FIFA and Football Manager for the past 3 years, lets see if it holds true, broke into the Anderlecht team at a very young age
Wigan sign Ivan Toney on loan from Newcastle .. He was at Scunny last season for a while, I saw him a few times, he's decent .. Wigan are another one of our 'rivals' who have developed a good squad .. their best signing though was Paul Cook, the manager

Juve are supposedly in for Sporting's William Carvalho and/or Matuidi of PSG. Seems a bit OTT with their riches in midfield.
