That was one of those penalties where the forward dived but the defender did commit a foul. I hate seeing players choose to go down, but if refs won't give fouls for minor touches then I guess it's hard to blame forwards for going down and forcing them to make a choice. Pre-VAR he might have got booked for that, but VAR would confirm there was a foul before the dive happened, so in the end I guess penalty's the right decision.
Now, on the other hand, we're starting to seen Argentinian diving that can only be called cheating. This could end up being a really terrible game if the ref continues to buy it.
