From @Callumcafc post above it appears that the lack of money is not the issue here. A five billion dollar war chest is not to be sniffed out. Surely that is enough to service the smaller nations without the need to offer a bribe? Making sure it is used and not abused is the top priority.
And with reserves standing at over $5bn, he has also failed to use associations’ money for the benefit of the game.0 -

Showing a bit of a lack of imagination there imo. Wales have withdrawn their support for Infantino's re-election - Am guessing this'll be a thing now from all UEFA, but ideally its going to need the backing of the smaller Nations to really get him out.0

Quoted from the BBC report, this is EUFA's response to FIFA about their proposals.
"Uefa's request for all documents regarding the investment plan, included "email, instant messages (WhatsApp, Signal, Teams, Slack or any other platform), SMS, written correspondence and meeting notes", and those which involved "any Fifa officer, employee, committee member, consultant or agent, or any Fifa member association, confederation, broadcaster, sponsor, or financial institution".
In reference to the 19 September deadline, Uefa added it wanted documents to be retained "relating to the payment structure for Fifa member associations, including the design, modelling, legal basis, approval and communications to member associations".
Uefa asked Infantino to acknowledge receipt of its letter in writing within five business days, to confirm he had "received and understood this notice" and that he has "taken immediate steps to preserve relevant materials as required".

It seems that the FA is not backing Infantino's continuation in his present role, along with Wales FA. More sleepless night for the greedy git.
