Sounds like palace and the agent both want him to sign for Burnley, as they are offering more money. This is something I will never understand. The club have given a reason. A trusted journalist has reported it. (And, I assume, Crawley has checked the information, which he should, as a journalist...)
And, still some of our supporters look for a reason, despite what the club say, to try and blame the club. Like, it's always their fault, and there are no other dodgy characters in the world...

Cawley mentioned in regards to the JRS transfer that it’s an “ongoing dispute.” Trying not too read too much into things (although obviously I am), but could this mean we are still working on the deal and potentially even trying to lure him away from his agent to get the move done, hence the “dispute?”6 -

We’re all presuming JRS really wanted to come to us but any player can say that. Perhaps he was in cahoots with his agent, going through the motions with us to get Burnley to offer another £1m year in wages. The agent has form with doing the same to Swansea, perhaps the player is happily going along with it.3

Personally still believe that JRS wants to come to us and for that reason hope that a deal is still possible. We will know by Wednesday morning at the latest!7

Always a possibility of course but that doesn’t seem to make much sense in this case given his history with us. Also I truly believe the strong likelihood of him signing was a huge part of the reason his good pal TC ended up signing the contract with us. That along with all the stuff TC put up on Snapchat. There’s no way his mate would lie to him about wanting to sign if he was just trying to get a better paid move elsewhere at the same time, it just doesn’t really seem to add up in this case. If they think the agent might bend if they call his bluff, they have to announce the deal is off.
If they don't, then the deal is off and may as well say it.
There is a bit of me that still holds out some hope.
With TC, they can influence Jes to sort out his agent situation. If he is as keen as we think he is for a deal to join us, he may already be minded that way.

We can’t hang around waiting for something that maybe doesn’t happen.
IF RS wants to join us he needs to tell his agent to get it done quickly.
