Which seems to my untrained eye to be that the EU regulations are to push the industry towards more environmentally friendly procedures in respect of fluorinated greenhouse gases, under the overall umbrella of EU standards which the UK accedes to. In addition it is a step towards honouring requirements of the Kyoto Protocol.

The whole thing is a pointless shambles. The best you can say for it is that it probably won't be as bad as Cameron and Osborne promised.
