    Yes I believe so.
    I watched it numerous times and Jones clearly, without a shadow of doubt, kicked the turf, stubbed his toe/foot and fell over. Yes the Chelsea player made minimal contact.

    It was never a penalty, but neither was their's.
    Mannion got both hands to that ball & the Chelsea player dived or at best fell over him.

    'Failed to ensure that spectators /or its supporters didn't behave in an improper. offensive or insulting way?'
    Don't even remember anything other than the Kier Starmer chants

    It makes sense. Without the 'didn't', it would be suggesting that Chelsea FC should have ensured that their supporters behaved improperly.

    In any case, I think the only solution is to order that the FA Cup final be replayed with us in Chelsea's place.
