I suppose part of the answer might be that, in a seamers' paradise, top order batsmen tend to occupy the crease for as long as they can accumulating runs - before eventually getting out.
Someone like Napier, who is a decent bat despite coming in at nine in the CC, will then take it upon himself to play with free abandon and because we don't have anyone with that extra pace to knock him over, inevitably, the opposition's tail ends up wagging.
