By all accounts Eustace doesn't trust the owners (the infamous Venky's). They received almost £30m for Wharton and Szmodics (27 Championship goals last season) and spent a pittance of that in new transfers. He had a meeting asking for certain assurances (presumably to do with future investment) and didn't get them whereas Derby sold him the manager's position as a long term project.
I can understand not trusting the Venkys, and looking for better clubs.
But Derby are in terrible form, and in real danger of relegation. The window has passed, so you can't sign new players. It just seems bizarre to choose to go to a club with a high chance of relegation, and without an especially big budget either, so even if they do stay up, would be unlikely to be promotion candidates.

Perhaps Eustace recognises that if he doesn't take Blackburn up (they've lost five of their last six in all competitions) then he will be sacked by the Venky's and that might happen anyway even if they are promoted - they refused to extend his contract beyond next July by all accounts so he will be swapping an 18 month contract at Blackburn for one of three or even four year duration at Derby. He's been here before of course - who could forget what the Birmingham owners did to him, when he was doing a great job, just to bring in Wayne Rooney who, predictably to all but the owners, turned into a disaster in lasting just 15 games. Equally, Jon Dahl Tomasson left Blackburn for similar broken promises when he said this:
"I told the club that it wasn't the project I signed up for. I told them that it was a different situation, not what I signed up for and I asked if they wanted to find another head coach for this project."
Eustace, presumably, has a bit more faith that in the Derby board and is guaranteed a job even if they do get relegated. He is from the midlands and played for Derby for two years so knows about the club too. But, ultimately, I think it's all down to security, trust and the devil he knows.

Eustace won’t be coming to us then in the foreseeable
Derby want John Eustace as their new manager. That he's clearly interested in swapping a playoff chasing Blackburn for bottom 3 Derby suggests all isn't well between him and the Blackburn owners, And a certain Steve Waggott...
It also reflects that he's from the midlands, has played for Derby twice and may well wish to move closer to home. Plus in all honestly hardly anyone expects Blackburn to get promoted and Derby may offer a better salary.
This gives a bit more insight as to why Eustace might have left Blackburn. Apparently he also described five of the six signings in January as "the club's" rather than his...
A good combination. It was very harsh to sack Bonner completely in the first place, though his failure at Gillingham has slightly dented his reputation.
I think most Cambridge fans will understand why Harris left to take the Millwall job.
Either way, it'll be a miracle if they stay up, but they should be competitive in L2

John Eustace has left Blackburn Rovers to become the new head coach at former club Derby County (who he previously had two spells with as a player).
Wonder who Blackburn are going to appoint?

I can't see Jones being linked with the job, unless Swansea are prepared to completely change their style of play

Think you're overselling Harris' abilities.
