That structure reminds me of the seating used at the London Olympics in some venues, especially the Volleyball arena inside Earls Court.
I'm sure it's perfectly safe but a) I wouldn't like to be up there in a thunderstorm with that metal and no roof b) I'm really afraid of heights so that back row would be a nightmare for me! c) The absence of a back wall is surely dangerous, what is someone drops something from the top through the gaps (which could happen accidentally e.g a coin from a pocket)

In fairness it looks as though you can see the game without any problem whatsoever, it's just bit of an odd/unique view.
I like that they've done this rather than building huge stadiums that will be rarely used or if they are be about 20% capacity. Seems much more sensible for sustainability and I'm sure it is safe. The very last thing Russia and FIFA want is a tragedy happening.
Hopefully there will be nothing on the Belgium game. I think they will have the same sentiment to be fair! Of course finishing top of the group could be important, but not getting out of the group is unthinkable!
