There's a noble attempt above (not from me)to draw a criterion line of what measures would need to be taken to alleviate the poverty in order to justify a space program....but sadly, USA would seem to also meet that

Has it occurred to you that this is an investment by India in a proven business which will make their Government money? There's a big and expaninding market in space launches and Inida has shown they can do it cheaply.
