Clearly. But having a budget is not an end in itself. It supports a goal. That goal should have buy in up front from the manager. For example aim to be 4th bottom in salary/transfer budget but finish above 4th bottom. With a clear plan for how you will outperform (e.g, agreeing that certain academy/young players are ready to be part of the squad, thus helping to stay inside the budget and meet the goal. That is how AFCW do it (and I am sure many more normal clubs). And now finally they will have a bigger budget, once they move into their new stadium having successfully maintained their Div One status. Incremental growth they call it, in normal businesses.
