It's part of the Dangerous Dogs Act.

100% wrong...dogs must be under control, no mention of must be on a lead.

The Dogs (Protection of Livestock) Act 1953 s1(2)(c) makes it an offence for a dog to be at large (that is to say not on a lead or otherwise under close control) in a field or enclosure in which there are sheep but under close control is not defined.

It is possible for the local highway authority to make an order under Section 27 of the Road Traffic Act 1988 requiring dogs to be kept on leads on specific public rights of way, although these require approval of the police and are rarely used.

Dogs on leads is one example of this, and it's no surprise Greenwich are ahead of the game as they must be running out of ideas to screw motorists by now.

Is this really a problem? I don't see any dog walkers in the roads around my way with dogs off their leads.
As long as dog owner clear up after their animals I don't have a problem dogs.

But I do have a problem with the police and their horses crapping up Floyd Road, You see the steaming piles and rivers of pee on the way to the ground but on the home its a bit of a lottery what one you step in.
You always walk on the pavement but thats always got dog shit dotted about it.
