I was speaking to a former businessman who I know well.
This businessman I know is a huge Charlton fan. He used to put some money into Charlton early 90’s and had a box, used to know Peter Varney quite well.
He thinks the reason why we’re not investing in the team as much as we’d like is the owner does not own the Stadium or training ground.

In the last 60 years Mark Hulyer is the guy who took us the closest to going out of existence - moments away from court liquidation- I think he should keep quiet33

The taking out loans to pay labor might be a cashflow/liquidity thing and not necessarily a sign of lacking wealth. It's pretty common in my sector where it can take 45 days to get payment from the Government to take out a loan or series of loans to pay wages, especially at peak times of year (which could be a time like the summer when we're signing players who will require signing on fees which I believe tend to be paid up front moreso than transfer fees).
Obviously I have no insight into this, but I do feel like the "actually he's skint" rumors come up with bad owners. Sometimes, as we learned the hard way, the rumors are true. Despite what I may think of his business practices, TS does own a successful business and has clearly made good money from it, so I think there are more likely explanations even if this is true.
Also, if this rumor were true, I would think there'd only be a handful of people not related to TS who would know about it. So I'm kind of skeptical that it would get out.1 -

I don't see that Mark Hulyer has this right, in fact, I think there are a number of points that cause me to think it's wide of the mark. Firstly the Valley, as Airman has pointed out, is not as everyone believes, ripe for development and if Sandgaard wanted to make any money out of the ground he'd have to own it first. I don't think he has the sort of money to tempt Duchetelet and the obstacles to development would drastically reduce his profit margin. Now I'm not saying that Sandgaard is not considering all options but to dump Charlton out of their ground and try to develop the ground under the watchful eye of Greenwich council is I believe history repeating itself. Was this not exactly the scam that the spivs tried to pull by promising a near and richer relative prime real estate, The Valley, and a stake in a site on the old Metro gas land by the O2.0

Trying to live the dream was destined to fail, the road to ruin paved with good intentions. Some of his successors can't use the same excuses and should have known better imo.
Hulyer's tweets outlining a convoluted long game plan have me bamboozled though. Is he expecting Thomas to buy the Valley off RD for £50M, that being the sale price agreed with ESI and now irrelevant. RD is under no obligation to sell to anyone at that price, Thomas having negotiated a 15 year lease agreement instead of agreeing to buy at that ludicrous valuation.
That said, I've no objection to Hulyer giving his opinions as he's clearly interested in what's happening now.
